Abstract

The management of teaching and education personnel is one important step in realizing an effective and efficient education system in schools. In KTSP, educators and education staff need to be identified so that the KTSP is compiled and developed according to the ability of the school and can be implemented optimally. In conducting the system, the teaching staff includes the physical and mental feasibility of educators, educational background, competence of educators, interest of educators in professional development. The approach used in this research is a qualitative research approach. The research subjects as data sources were the Principal and Deputy Principal of the School for Curriculum, teachers and laboratory assistants. Techniques in data interviews are participant observation / observation, in-depth interviews and documentation. The data analysis technique used an interactive model (Milen & Huberman). The results showed that: 1) the management of teaching staff and education in the implementation of KTSP in SMA Negeri I Malang was carried out in several ways, including through training and development, provision of performance, provision of compensation, coaching, further studies, and others, 2) The supporting factor is the existence of educational background and commitment of teaching and education staff so that schools do not experience difficulties in managing it. In addition, there is support from parties outside the school committee, educational institutions, government, and others. 3) The inhibiting factor is that there are still educators and education staff who have low commitment. In addition, the recruitment of educators and education personnel is not in accordance with the wishes of the school, 4) the solution taken is that schools continue to carry out coaching and recruitment of educators and education personnel properly.
