Islamic religion is a guideline in the idea of ​​social change in a powerless society (poor people based on the rejection of Islam. The phenomenon of poverty in the days of Rasul SAW and his companions, there was even a friend complaining to the Messenger of Allāh tentang about the problem of poverty and poverty. Then the apostle SAW gave a solution to the friend. The solution is that Rasul SAW did not give firewood for sale to the market so that money could be used to go to the market so that the problem of poverty and poverty was finished. That is, he has supported his family. In the Qur'an the letter Ar-Ra'd verse 11 which means that Allah will not change a people before the people themselves change what is in themselves. This study aims to describe the role of Islamic religion in changing the capacity of the poor and building a community economy that has implications for poverty reduction by focusing on social business (revolving funds for the poor who have small micro-businesses), the social business entity that is the case study is Manaruwi village Bangil District, Pasuruan Regency, East Java, which has its PNPM program. Qualitative analysis was used in this study. From this study, Tausyiyah Islamic religion whose contents are moral, the values ​​of faith, sincerity, motivation are the main instruments in saving revolving funds in small micro entrepreneurs. Tausyiyah religion has a role in encouraging, motivating, empowering the economy of the poor to be an important value in alleviating poverty
