Policy analysis is a thinking procedure that has long been known and carried out in human history. External education issues are also important to continue to be studied by policy analysts, regarding the integral relationship between education and the needs of the community as education stakeholders, in various fields, such as politics, economy, socio-culture, employment, and the environment. Efforts to achieve these educational goals are carried out by the government through the implementation of various policies, including policies in the field of education. Policy is a compass or guideline to achieve predetermined goals. Policy as a guide consists of two noble values, namely the first policy must be intelligent (intelligent), which can simply be understood as a way that is able to solve problems according to the problem. Second, the policy must be "wise", that is, solving problems without creating (new) problems.
